Author Topic:   Possible Bug in Access to Other Factions Reports as Governor

[I posted this first in "The Game" section, but on second thought it probably belongs here]
I am currently Planet Governor (well, in the game, anyway). However, when I followed the directions found on the bottom of page 111 of the manual and attempted to gain access to another faction's reports, the only one I found was an enemy faction I have previously infiltrated by probe team. As a test, I sent a probe team to another faction and was able to gain access to their report. I also held a Planetary Council election and re-elected myself Governer, but still no access. Is this a bug, or am I mis-undestanding the rules? The patch has been applied to the game. Save game available upon request.

I'm seeing the same effect with "Empath Guild" not being allowed access to other factions' reports [RTFM: pg 111, as well as being in the DATALINKS].
One thought...
Since the Summary for "Empath Guild" on pg 170 doesn't mention this effect, possibly there was a design decision to remove it for "Empath Guild"? If so, did someone just yank the he-can-look-at-all-factions code instead of leaving it in for the Planetary Governor?
[As well as missing 2 of the 3 places that it is documented for "Empath Guild"!]

I think you might be confusing having an infiltrator with having access to the opposition's datalinks. In my experience so far, full info about an enemy comes only after a probe team gains access to the enemy's datalinks.

I've had the same experience--neither the Empath Guild nor Planetary Governor gave me access to the reports of other factions; the only reports that I have been able to acess were those of Pact Brothers, The manual indicates that infiltration does provide such access. Am I reading the rules wrong, or is this a bug?

I am having the same problem. I had empath guild first, then became Gov. -- still can't access other's datalinks.
