Playing MP game ... I was in a dialog with an AI faction when my time ran out (I hate the way negotiations are part of your time ... how can you negotiate AND move in 30 seconds????)

Anyway ... from then on for the next dozen turns I could not scroll my map using my mouse off the sides ... however SHIFT plus the cursor keys worked. If I didn't know about the SHIFT method (using my keyboard overlay of course), I would have been stuck as far as moving the map around!
