Yes, the "polar squares" have always been an interesting technical dilemma for me, when they attach to non-polar continents.If I treat them as "part of the continent", then the AI will constantly be trying to drive units across the polar squares to get to other attached continents. Or, if I treat them as essentially separate continents (since the overland movement distance essentially equates with this), then you'll get a couple funny results like this where guys ignore squares which are attached to their continents.
In the end, I decided this treatment was best of two choices.
