Maybe I am missing something, but on a few occations now, the borders have not extended to the very bottom of the planet (at the checkerboard effect).
Because of this, you are able to pass through other territories without harm, and if another passes through yours, telling him to leave gets the response "As you very well know, I have no units in your territory."
