An empty bunker within 2 squares of a city is automatically "owned" by that city. Fair enough.However, as a consequence, a unit from an opposing faction cannot go THROUGH the bunker -- the bunker is automatically "captured" instead, using up the remaining movement of the unit. Subsequent units may move through and past the bunker. However, leaving the bunker empty forces its capture once again.
Were empty bunkers meant to inhibit movement, or was this consequence unintended?
