I don't seem to be able to get certain abilities, with the appropriate techs. specifically, skunkworks (advanced subatomic theory, Discover 3),cloaking device (frictionless surfaces, Discover 10), the ability to build mag tubes,(from whatever tech. applys.), Carrier deck,deep pressure hull,repair bay (nanometallurgy Explore 8 ).
Any help appreciated. thanks.

Skunkworks (a city improvement) will not be available if you are playing the Spartans, or if you are playing at the easiest or second-easiest difficulty level, because under those circumstances you always prototype for no surcharge.

Cloaking devices and deep pressure hulls should become available in the unit workshop once the tech is researched. The automatic designer doesn't build units with these options. Carrier deck and repair bay are similar, plus they are only available on transport units.

Mag tubes are available to your formers (after researching Monopole Magnets) if you use the keyboard equivalents, but for some reason the menu commands on the Terraform menu are almost always disabled.
