A minor error that I picked up yesterday. After playing SMAC 2 or 3 times without restarting my PC, if I try and start it again, I get an error message similar to the above (can't remember exact message, cos I am at work, but can find out if necessary). I am unusual in that I rarely shut my PC down - it stays on for days at a time.
To fix it, all I have to do is restart the PC. Maybe SMAC isn't freeing the DirectDraw Memory Buffer properly (or something)?!?
Apart from this minor bug, I have yet to have a single crash with the game (apart from the stuttering sound thing, which the ini file mods fixed). Great work Firaxis for such a stable game.
Mt relevant PC specs are as follows:
PII 400
128M SDRAM
Sound Blaster Live
Creative Voodoo Banshee graphics w/ 16M
10 Gig UDMA HDD (5 Gig+ free)
Running Windows '98, with the latest drivers and windows updates (as of last week, anyway)

I have the same problem. But it happens even after reboot. It started when I went to 1024 by 768 res. I have not tried lowering it yet. Anyway thought I'd let you know your not alone.

130MB SDRAM
Diamond Viper550
Diamond MX200 sound card
10/100 Lan card
ASUS P2B motherboard rev 1007

Try setting your hardware acceleration to 0. Rightclick on my computer, select properties, then performance, then graphics. Set the slider to 0.
