I'll second this....What's the point in having those priorities if we can't count in the AI actually following them?
I was a HORRIBLE design decision not to have a governor function that wouldn't build units.Not to mention the fact that when it does build facilities, they seem to pick them without any insight in what the base really needs, I had the governor start building an energy bank in a city with 2 energy income, and no other buildings produced! (not to mention the fact that the bank would take 30+ turns to build...)
Firaxis, do something about this, They governors are simply useless unless you don't care at all about how the city will develop.
A question:
How did this get past betatesting?
