Is it me, or are planes not allowed to have antigrav Struts?

From the manual, planes are supposed to get a movement increase from Grav Struts depending on their Reactor level. However they get this increase anyway (my planes all have movement 10 as a minimun = 8 + 1x2). So perhaps a late game decision was made to give planes this movement increase anyway rendering anti-grav struts pointless for them.
