I got that message last night when I playing. I thought the Hunter Seeker Algorithm was supposed to prevent ALL enemy probe team activities.
I did find the message quite humourous...
But, I wondered whether this was some sort of bug since the message popped up twice in succession.

Yep, I have a save from x turns before, and the turn after. The only other thing that springs to mind is if there is some sort of mystical key sequence that will fry a building in a city.
I'll try to bring the game saves in from home, tomorrow.
