I was playing SMAC today and when I sent a one of my Probe Ships into an enemy base. I then told it to Drain Energy. When It asked me if I wished to frame sombody the list only included the 2 factions that had been eliminated. I'm wondering if this is a bug or is this simply because the other factions were ineligible for this action so it only displayed the remaining factions. Has anybody else seen this happen before. The only odd thing about the situation was that there was no energy to be drained (stupid me).

Jeffrey says this will be fixed with v3.0 (see "placing the blame").
