I think this is an interesting question to pursue. What factions will be isolationist, or protectionist?
Here are my thoughts.
Peacekeeper's: I could see them enacting economic sanctions against other factions, such as the Hive which violate human rights, not fighting with them. Very little military action. Probably has free trade with the free states, but blockades the oppressive states.
Morgan Conglomerate-No intervention. Free trade with everyone, no matter what. Not fighting many wars but selling arms to both sides involved. May decide to take territories which would be profitable by force if purchasing fails.
Lord's Believer's: A thoughie. Probably dogmatic, refusing to negotiate or compromise. "Evangalize" to the heathens through military force.
UoP: Free trade, since it tends to lead to exposure to new ideas.
Hive:Closed, isolationist. Doesn't want new ideas or luxury goods flowing to its people.
Spartan:Pariah's from Unity, isolationists, no trade.

You know, trade policy would be an interesting policy choice you make. I could see it as a trade off of energy(free trade has more) for production(protectionists have more). Of course in reality, free trade is a win-win situation.
