This thread is to facilitate the assimilation of new chroniclers into the AFC universe. Rules and background information from the pre-crach forum will be re-introduced here.

Since the AFC is currrently moderator-less (Correct, Mr. Stobie?), any rules that refer a moderator should instead yeild to common sense. The AFC was created out a desire for realism. Consistancy, courtesy, common sense, and communication [C4, pretty nifty word choices, huh? ] are the most important qualities for which we should strive.

Also, the rules are more guidelines than laws. They are flexible but try to treat them with respect. Discussion, questions, comments, objections, suggestions, etc., etc., etc., can be carried on in a separate thread. I'm trying to create an easily isolatable set of background information for newbies. Please do not post comments [etc.] in here.

1) One AC decurn (week) per real day.

2) No killing of major characters without owner's permission.

3) Writing for multiple personas are permitted provided that each character stays in character.

4) Keep the board PG-13. We do not want to cause FIRAXIS problems.

5) Plots must be developed. No magic waving of hands and something appears. It is possible to keep specific secrets but references should be made. (Example, our scientists continue to work on Project X-4, we expect completion of the first phase in three days.)

6)Industries must be built up to support future industries. Prerequisites musts be meet. (Having petroleum-based transports without petroleum refining is meaningless.)

7) Advances must be approved and assigned a development time by the moderator. Re-uses of existing technologies in new ways do not, but should have the proper amount of research and development done in the story (or in the background).

8) The moderator will, if requested by all parties in a conflict, assist in its resolution by evaluating the respective strategies and forces. The prefered alternative is that the parties themselves reach agreement on the results of the conflict.

9) Information that is written is not automatically public knowledge. You need to examine whether or not each character would have access to this information. Please try not to let information which you as a writer know, but the character could not possibly know, influence the character's behavior.

10) Faction decisions are made by those running significant personas for the factions.

a) For resource allocations and treaties with other factions, agreement must be reached among all significant personas.

b) For joint-working agreements between factions, the agreement should specific which personas can make agreement for the joint project.

c) Splinter groups can be formed in the plot stories, but they should be developed and evolve to their level of splintering. No Handwaving, and a group breaks off and founds a new group.

d) If a faction has multiple bases/outposts/whatever, the personas in charge of each base can make decisions for that area, based on the level of authority assigned by the main faction authority.

Time-Keeping Conventions

Given the planetary year (388 earth days) and the planetary day (17.53 earth hours), we adopted the following calendar for Chiron AKA Planet"

a) We use day to refer to a planetary day

b) We make as a decurn, 10 planetary days (just over an Earth week).

c) We use as a year, 53 decurns plus two extra days (to give the 532 planetary days in each planetary year). This is about 6% longer than an Earth year. For these two extra days, the first occurs as the beginning of the year and is known as Planetfall Day, when we celebrate our original landing on Planet. The second day, which occurs at year-end is Earth Day, when we remember our hertitage and ancestors of Earth.

d) We divide the day into 18 periods which we refer to has hours. (They are slightly shorter (2.6%) shorter than Earth hours.)

e) We have redefined minutes and seconds based off the new hours with the same conversion factors as on Earth. (Thus 2.6% shorter than Earth equivilants.)

f) We started numbering our years over starting at 0 (zero) representing how many years we have been on the planet. Some people will add 2100 to this to get an approximate Earth year.

Summarized in Planet Terms:
60 secs to 1 minute.
60 minutes to 1 hour.
18 hours to 1 day.
10 days to 1 decurn.
53 decurns plus 2 extra days to 1 year.

Proposed Shorthand Notation:
YYY/WW.D or YYY/PD for Planetfall Day or YYY/ED for Earth Day.
YYY is year. WW is week. D is day of week from 0 to 9.
HH:MM:SS (no AM or PM straight 18 hours, starting at midnight.)
If the earth equivilant year is being used, it is always preceeded by MY. Sometime for the years on the planet you see YP representing Years since Planetfall.

You might like to use the rule we had in the CPUB. If you are in doubt about something ask in the comments thread first.

While we are talking about standards, why don't we use Brenda's map of Chiron? It is not too detailed but certainly adequate for our use, I think. You can find the map, and other cool stuff at:
http://www.mbay.net/~brendah/

If we accept this standard then I would like to propose placing New Jerusalem on the north-projecting peninsula just west of the large central ocean, approximately of the way up. This Believer home base is very near the shore of the large Hudson's Bay-like body of water.

Is this acceptable with everyone?

BTW, God bless Ensign Holloway!

Current Treaties/Agreements among the AFC Factions

Thomas A Stobie posted 07-23-98 01:42 PM ET

More proposals - United Factions Council (UFC)
Given that each faction has working shuttles from the landing, contact could be maintained between factions, so I believe that a United Factions Council should exist and meet 1-2 a year to discuss Planetary issues.
Existing treaties as of Earth Day in the Year of Landing (Year 0).
(1) Mass Civilian Destruction Weapon Banning Treaty (McDEWT) - this treaty bans research, construction, and use of nuclear weapons, chemical weapons, biological weapons, genetic weapons, and land mines.
(2) Land Occupying & Claiming Treaty (LOCT) - this treaty allow settlement on any unoccupied land (or seafloor)by any group provided that it is not within 50 miles of existing settlement of over 100 people of more.
(3) Seaspace and Airspace Treaty (SAT) - this treaty recognizes 12 miles of the coast of an inhabitted area as belonging to that area as well as airspace up to 20 miles above sealevel.

Morgan Conglomerate - University cooperation pact of 001/05.01:
in it's most basic terms, it is a research treaty ( polymers & pediatrics >>><<< industrial engineering )
it also has a free trade agreement factored in, but limited transportation assets on both sides mean that this is secondary for now.
Non-agression is assumed, but not written in..........

Peacekeeper -Believers Treaty (or Memoranda of Understanding, as the Believers, prefer):

I. Recognition of the underlying goodwill and friendship between the Believers and the Peacekeepers.
II. Establishment of normalized diplomatic relations between the Believers and the Peacekeepers in the form of an exchange of consuls.
III. Use of the consulates to speed cultural, scientific, commercial, and other interaction between our two factions, including establishment of competitive sports league, as has been suggested.
IV. The Believer's loaning experienced personnel and sharing their modifications for oil-drilling equipment neccessated by Planet's high-gravity and other planetary conditions.
V. The Peacekeeper's giving the necessary hardware, software, and other technologies to aid the Believers in better accessing the satellite network.
VI. Agreements to allow the Beleivers ot transmit devotional and other instructional and educational programming over the satellite network. [The parts controlled by the PK's, that is.]
VII. Agreements to offer aid, succor, and all reasonable assistance to travelers and citizens of both factions in need thereof.

Note: These are the basic points of agreement between the two factions. This is not meant to be the full text of the treaty, merely its operating principles, as agreed between borodino and jsorense.
