More importantly, you can only disallow one Social Engineering choice for a faction. I know you can type in all those and you would think that would matter, but only the first one will actually be disabled. I suppose you could just limit yourself and not choose any of those SE choices, but that's only if you play the faction yourself.

Finally, I just realized that your immunity to negative efficiency modifiers is irrelevant anyway-- you can't use Police State or Planned which are the only 2 that give negative efficiency. Keep in mind that all this means is that you don't suffer the penalties from SE choices that give neg effic, so you will still suffer the same bureaucracy problems and energy loss due to inefficiency.

Consider lowering the psi bonus to 10 or 20%, and maybe give them a +1 efficiency instead of immunity to neg effic. I'm not sure if the faction is then balanced, but it probably is considering the hab limits of 5 and 12 (for hab complex and dome, respectively).
