balanced isn't the problem, you've got about 14 modifiers to the faction, and I THINK the game will only read the first eight. Someone else might have to confirm this, but you might have to trim it a bit.

Regardless, they're still imbalanced.

100% PSI is just way too high, my friend. Even if another faction gets both the Neural Amplifier and the Dream Twister you are still more powerful in PSI combat. Your faction would never have to build anything besides Mindworms to easily conquer.

Immunity to Mindcontrol is also powerful. With it, you can gain one of the greatest strengths of the Believers, immunity to having your units just plain get up and turn around to attack you.

+1 Morale mixed with +1 Police gives you (essentially) the two key bonuses of the Spartans. With +1 Police you can easily hit +3 with Police State. Allowing you to have 3 units as police and the police effect doubles. This negates the effect of drones quite a bit.

Finally, you forgot to mention they also have a free Command Center at each base. Which means they have +3 Morale on land at all times (and +4 at a base.) Since land is easily the most important of all territories throughout the game, this is just about as good as having a straight-foreward +3 Morale. With this I could easily hit Fundy and be nigh-invincible.

-1 Commerce, although it can be a problem, this is only for the peaceful faction. War-monger factions, by their own nature, tend to not use much commerce anyway. So while the PKs, Morganites and UoP may depend upon those research credits, war-mongers such as this faction do not.

-2 Support, except for Miriam and Yang (and possibly Sparta) I believe every faction uses Democracy, and so has this very effect. Although you can maintain only one unit per base for free, with all their advantages they'd only need one or two to annihlate inferior units anyway.

-3 Planet, this can hurt alot. But it alone cannot really be enough to stop all these advantages. While Planet may hurt them, they have a +3 Morale setting and 100% on Psi combat. Worms and all other units of Planet are no threat to them.

110% Hurry Costs, virtually a non-factor. When a person wants to hurry something badly enough, they're gonna do it anyway. Penalty or no.

Drone for every four, This is a heavy weakness. But it is easily alleviated by the +1 Police. With Police State they can both knock out the weakness of support as well as have super police powers. With such super-police they can easily put down all the new drones that would appear.

So I just see way too many advantages, not too many weaknesses. Or, if those weaknesses are present, they are alleviated by other advantages.

Also, I don't think (correct me here) that "Imperi" is the plural version of Imperial. I think it's just "Imperials." Usually things that end with an "i" or a "ii" when they're plural have "us" when singular. Such as Virus (Virii.)

It is hard to understand ur faction since it is written that way. Something like
Moral +2
Growth +1
Tech -3
is easier to read. I know thats what ur faction file looks like but it is hard to read.
