Have interesting idea for a faction
Comments welcome.

A Confederation of allied, but mostly autonomous bases, each functioning as
a self governing body.

-1 Efficiency (redundant beuacracies)
+1 Probe (autonomy & isolation = suspicious
of outsiders)

No Headquarters (Autonomous bases. Also implies no "Distance from HQ" efficiency
penalty)

Free Command Center @ each base (Each base
needs its own defence infrastructure)

Bases have independent SE choices
(probably not implementable, but...)

Can't use Planned Economy (lack centralized
government to enforce regulations)

Agenda: None specific; each base individual.

Starting Tech: Doctrine: Flexibility

I don't think you can do that, I mean the part about the no HQ, no inefficiency. I also think that faction is too strong. You get all this stuff but don't really give anything up, like maybe economy because everyone is isolated. Other than that, it is a good idea.

You can do it, but I'm not sure about bases with independent SE choices.

I was thinking about it this morning, I realised it did sound too strong, especially if the Independent SE option were used. Normally, you have to seek a balance with your SE's, some cities not really in a postion to capitalize greatly, while others doing real well. With Independent SE, all cities could be maximized to whatever suits their imediate environment.

To help balance out the Faction, probably need to penalize Economy & Industry (-1 each)to reflect emphasis on substanence based production (food, tools, etc. Stuff to use themselves, as opposed to trading with others). Might also have a trade penalty for same reasons.
