How big can I make a map before my computer goes reeeeaaallllyyyy slow?
I have a pII 400.

I also have 128 megs of ram.

I don't know, but i have a P-100 with 80 MB RAM at home, and generated a mostly water map that was about 256 by 256.

The continents were as large as any on a normal map, but they looked like tiny islands, and were a long, long way apart.

First contact was by discovering a comm link in a pod. Took ages to find another inhabited landmass. I only saw one AI ship pass my way.

The game ran at an adequate speed, especially considering the map size.

I suspended that game, less because of the speed of turns, and more because it's going to take ages to make much impression on such a vast environment.

Needlejets are going to have some trouble bombing my opponents, because they cannot reach the nearest of them in the two turns allowed!

Looks like Seabases will be the go if i want to expand beyond my own large continent.

The size of the map may not be the most important factor on game speed.
What slows the game down is the amount of bases and units. I have also noticed that infiltrators slow down the game(like when you're the planetary governor, or you have probes infiltraded), possibly because there's a greater number of data to be showed, as enemy cities' production.
About your P-II 400 128RAM... it's a really awesome machine man . I doubt the game can use all its power. If you want to see what that baby can do get an Open-GL and a real new first person 3d-shooter.

I tried playing on a 256x256 map on my dinky pII 350/64mb RAM. Everything was soooo slow! It was M.Y. 2250 before I was able to build my 4th base. Usually, by that time, I'd have 12-14 bases on a huge map. Also, the game seemed to hang for about 30 seconds at the end of each turn. The good thing about a map that huge is that I didn't run into anyone. Also, of course, a single saved game file was upwards of three megabytes.
