When your base gets busted/gassed. Is there anyway to re-research the projects that were at that base and now lost?

Do you mean the Secret Projects you built in a base? If the base is completly destroyed you lost Secret Projects as well, no way to rebuild them (as in CIV & CIV II with Wonders) .
If you're speaking about base improvement (as tree farms, Recycling tank et al.), that sometime get destroyed during an attack, you can rebuild them if you have the required tech.
I mean, if you previusly had conquered that same base, may be you gain also some improvement already in place, but you don't necessary gain the tech to rebuild it from scratch. Hope I answered your question. Bye
