Seabases, on my opinion, are very much worth the extra time and minerals to produce them.
Seabases can:
1) Provide a defense for your landbases by creating a "buffer zone" around your continent (and you can see 'em coming)

2)Seabases produce lots of energy.

3)You can expand your dominion to all corners of the planet, thus gaining access to faraway islands and factions.

4)If you build a navy as well, you can rule the seas! (The seabases can provide the production of ships and defense from enemy naval attacks, the ships can sally forth much closer to their target, with increased chance of help if they get into trouble)

5)They look really cool.

6)They're harder for the enemy to take.

7)Makes it much easier to take the enemy's sea bases.

Oh, yeah, I forgot to post this one:

8)You can use your armada of seaformers to take out enemy bases. (Especially with the increased energy from the seabases)

9)Privide good spots to launch PBs or missiles or air attacks from.

I like them also becase they can advantage of the special sea terrain- New Sargrasso, freshwater sea, ect.

I only like sea bases if they've got at least three "atolls" or nonadjacent land squares to put boreholes on.

They're hungry for minerals, but the rest of their terraforming is super-quick, and when fungus starts being worth lots of minerals production balancing is no longer a problem.

They also make great aircraft carriers!
