I'm guessing by your post that you have not yet played Civ2. This make things more difficult. You must learn the ways of Sid Meiers games, young grasshopper.Suggests Jedi Master Nathan, buy you the Guide of Strategy. It helped Master Nathan in his young days of newbieness.
Hmm...Where to begin. The Psych and stuff like Police/Green are accessable through the Social Engineering Window (press "E") The Pysch settings you heard of is the amount of energy you allocat to different fields. The three fields are Economy (energy sent to your treasury) Pysch (energy spent to help supress drone riots (when you have too many of the little red faces in your city (drones) they riot and you can't porduce any units or SPs or collect your taxes until you put it down)) and Research (energy sent to the labs to aid research)
THe other thing in the SE window are the social engineering settings. There are four categories, and four settings in each to choose from:Politics (Frontier, Police State, Democracy, Fundamentalism) Economics (Simple, Free Market, Planned, Green) Values (Survival, Power, Knowledge, Wealth) and Future Society (None, Cybernetic, Eudaimonic, and Thought Control) These are explained both in the manual and in the SE window.
