Once in a late game (one where I have about 35 cities in my very own exclusive inland sea) I had something like 1400 votes and still could not get the supreme leader role. A few turns later I finished Clinical Imortality (i think that is the one) and now I have 2800 votes.

What fun.

One key to council votes is to eliminate the PKs, since they get a bonus. Also one of the SPs gives you a 50% additional voting strength (I forget offhand which one).

I sort of blundered into this situation as Yang in my current game and was happily surprised when the first vote came up and I was easily elected Governor.

OK,
SPs:
Empath Guild: Raises votes by 50%, get all comlink freqs

Clinical Immortality: Double Votes, plus sumthin else i think.

Asenaw, very strange, you supposedly need a 3/4 majority vote to be elected supreme leader. It has never refused to make me SL when I had more than 3/4. However, I don't know whether it would work in this case but...were you the planetary governeror? Because the thing with the Veto power is you can use it without fail as long as there is another NAY in the votes. Now I don't know if it would work, but if someone else was governor, and another person voted NAY, then they might have just Vetoed you. Strange tho...that's like Clinton Vetoing the election of the next Pres

It takes more than your own votes. You need to bribe the other factions before you go up for supreme leader. It would be too easy to win by just having a higher population. You have to get the other factions to like you (energy).
