I'm not sure exactly what you are asking. Have you researched all the techs and can't get a good production city to complete in time? Or are you behind in tech and need ways to catch up?

It's simply trying to get the necessary techs. Everytime I go gung ho researching techs I get into a war.

You pretty much need all the techs except for 7 to reach threshold of transcendence. It's best to avoid long drawn out wars that drain your research production. Unless you can hold off an enemy using only units produced from a couple of cities. While your other cities are busy building up infrastructure with lab boosting improvements.
But it's usually best to preform quick strike wars taking a few enemy cities then negotiating peace. Usually after a few cities they won't ask for much. Unless you can quickly force a surrender. In the early game it's usually best to trade techs and give techs to appease them while you are concentrating on building up your infrastructure. I usually halt giving them tech when they ask for doctrine: air power. Unless it's a peaceful tech. By then I have a high tech quick strike team assembled to handle most wars.

Nice to see someone from las vegas or currently living there. I lived there 18 years before I joined the service.
