You can change your game preferences at the start menu (although not strictly cheating) - for example with ironman off, you can open a unity pod and if you don't like what's there (say a mindworm) you can exit and reenter the game just before that move from Autosav.1 - just a monor cheat, really
Or you can go into the Alpha.txt and change the values of anything there - but bear in mind that the AI also benefits from faster builds or stronger units that you change (although if you've been reading these posts the AI is pretty crappy anyway )
But there are no global cheats like give 10,000 credits to me or give 10 techs - unless you change the Alpha.txt for one faction alone - and play that faction.

Wizard and googlie: don't forget the Scenario Editor. It's a whole program of cheats. As Civ2 says when you open the cheat menu, the label of "Cheater!" will be your reward, but you play this game to enjoy it, right?

You are right. There are some other cheats:
After starting a game, press Ctrl-K. This will give you access to the map editor and scenario commands to alter gameplay.
