how do you construct a spesyalest base making tech or produsing minerals and what hav you.

There is a thread here called tech city? which has some tips for creating a science city.

For a tech base, build in that base all the lab bonus base improvements and the SPs that give lab bonuses.
For a mineral rich do the same with the mineral improvements, and the SPs, and build as many crawlers as you can handle convoying minerals to that base, plus Nessus mines galore.
Same with energy.

I've never built a mineral base. But I guess if you like friendly visits from mindworms they are a good idea. Even with all the planet impovements I will still get eco damage sometimes. I try to keep minerals under 30 until the end game.
