I do not understand the number of moves each unit gets per "turn." It seems that the computer randomly lets some units move more than once, then randomly gives you the "turn complete" message. I can't find any reference to turns here in the manual or on these posts. It must be painfully obvious, since nobody asks this.
I really need to know how many moves I get to fight wars with!

Each unit gets x moves in every turn. An infantry chassis gets one movment point, a speeder gets 2, and so on... the terrain, however, affects movement. Certain terrain types cost more than one movement point to enter, and fungus has a random chance of stopping movement (depending on your planet rating in social engineering)...

Also, elite units (highest morale rating) get one extra movement point per turn... I would suggest looking it up in the manual, it's explained relatively well there, and turn on "end of turn wait" in the game options.

Foot soldiers = 1
Rover = 2
Unmodified probe team = 2
hover tank = 3
Air ships depend upon reactor and/or grav strust
Ships vary, 4 and 6 I think. The sea power wonder adds 2 movemoment points.

Probably what is tripping you up is that Elite units get one extra move point. For instance and Elite probe team gets to move three times. Quite handy

Units on L or H do not move at all unless you seek them out and change their orders. L units will activate when a foreign unit moves next to them and shift-L units will attack any foreign unit (that you're at war with) that moves next to them.
