OK, I've tried a different sort of early strategy with the Spartans-- not building any drone facilities but instead using police state for +3 (6 drones suppressed with 3 units). Now, when I want to population boom, I have to switch to democracy, so that's 4 less drones suppressed, and thus I can't grow unless I nerve staple.

So I see that the other factions have imposed "economic sanctions" against me. Big deal. What I'm wondering is how else this affects me-- will the other factions not respect me? Will my reputation decrease signicantly? Any other terrible things that can happen? If not then I like this strategy quite a bit.

Don't staple them in the same base to often, they can become immune to it, believe me, it sucks to find that out at an inoppertune moment.

Trust me , I'm the atrocity king.
Any atrocity(from nerve stapling to nerve gas and PB's), UN Charter or no, will cause you to lose Reputation.
If an atrocity is committed while the UN Charter is still in place(the default until the Charter is revoked), then you get trade sactions, which means you get no trade from all Friendship Treatied and Pacted Factions(which can be Very nice if you are producing lots of energy).
Personally, in the early game I find that I don't want Pacts and Treaties because they antagonize my fellow Factions to become enemies, and in the later game I control so many Factions that the Un Charter is revoked and reinstated at my will anyway, so the point is moot. However, keeping REuptaion relati9vely clean can make it much easer to deal with other factions.

Out of curiousity:

Speaking of Police +3 or more ratings, I often (Using Police State and Ascetic Virtues) put three clean police units in each of my larger cities. Does this prvent nine drones, or twelve? I have yet to figure it out

High Priest-- If the units have non-lethal methods, you can suppress as many as 9 drones if your Police rating is +3.

Is it true that you can nerve staple during sunspot activity w/out any sanctions from the other factions?

I have yet to try that, but it's probably true-- it's my understanding that you can commit almost any atrocity while those spots are around. About when in the game do they usually appear or is it random? If they come early enough that would be a nice advantage.

Frank: Yah, its true. Works with all atrocities except PBs and the faction you do it to.

I've been gassing all of Miriam's bases to extinction, and yet I still have a noble rating. After you repeal the UN charter, you can commit that atrocity as much as you want.

Yeah, but I'm talking about early game atrocities, before the option even exists to repeal the UN charter. Still, gasing with no charter works rather well until you realize the eco-damage you've done and have hordes of mindworms and locusts coming at you. Or at least so I've heard.

Don't forget that even if the UN charter is repealled any faction you commit an atrocy against will get way pissed at you. (Like in no going back).

Also I'm pretty sure that Nerve Gas doesn't have any impact at all on Planet as I used it in abundance in almost all my games and I don't experience the crazy worm attacks others write about here.

Nerve stapling is about the equivalent of a frontal lobotomy. Part of your brain is made inert to make you extremely suggestible to orders.

Sunspots are like the UN charter being revoked. Your reputation is ****ed, but no trade sanctions.
And any atrocity will Permanently piss off the faction you used it on.
