Be aware of how long until each city grows, and when a city is one turn from growth, take stock of the potential for drone riots after adding another citizen to the city. Early in the game, this is fairly easy to keep track of. If the new, soon-to-be-the-next-turn citizen will send you into drone riots, then turn one of the existing citizens into a specialist to head off the riots. Riots paralyze your base while they occur, and so you effectively trade one citizen's worth of lost production so that you do not lose the whole base's production for the rioting turn.
Even more importantly, you keep control of the base, so that you can hurry its production if you want.
It is very frustrating to be beaten out for a secret project that you are within a turn or so of getting because you can't speed production due to drone riots. You know the drill: "So and so is close to a major breakthrough on your pet project [that you have been saving up for for 25 turns]" means you have one turn to get it done or lose it. And the drones riot in the city building the project due to the additional citizen. So a normally blessed population growth event screws it up.
Don't let this happen to you!
ps: Why doesn't the game give you a choice to make a specialist instead of automatically activating the new citizen when this situation presents itself?

One way ( I think) to assure that cities won't have drone riots the next turn is to check the f4 screen at the end of your turn to see if any cities are colored red, I believe this indicates drone riots next turn. I'm not totally sure, check it out.
