Okay, I am the largest faction and most powerful. I am playing the Spartans and kicking everyone's butt. How the heck can I elect myself Planetary Gov?? I can't find the action for it. I loaned my book to a friend. Also, shouldn't I try for a diplomatic victory if I have a lot of votes? I have like 193 votes it said.

There is a button above the status screen called "comlink" you've probably used it to talk to the other faction leaders. Somewhere on that menu near the bottom there's a button that says "council" and from there you can elect governors and supreme leaders. If you have 193 votes that's how much your votes are worth, it doesn't mean that 196 people are voting for you, as your faction gets increasingly powerful your votes worth will increase, and believe me you'll need quite a bit more than 193 votes to win unless everyone loves you, you need a 2/3 majority for supreme leader I believe but go for governor if you want.

You need the Mind/Machine Interface tech before the Supreme Leader option appears. And I think it is a 3/4 majority, not 2/3.
