I had a bizarre event in my last game, and wonder if anyone else has experienced this. In the near-late game, I had eradicated Santiago, and occupied her bases (which she had obtained from Deirdre). Soon after UoP planet busted three of my bases which had a number of secret projects moderating my happiness and drone riots, Santiago popped back into the game in three of those bases I had taken from her.

I'm sure I had eliminated her, and got to do so again after her re-appearance.

This may have occurred because I "obsoleted" one of the garrison unit designs, which may in turn have deleted my garrisons in those bases. I'm just not sure. I'm just wondering if this is a typical event (I've never had it happen), or if it is rather unusual. Also, any clues on how to prevent this in future games?
