It's a terrain enhancement that you can build which gives you +6 energy and +6 minerals (once you've researched the "restriction removing" technologies - before then, it's 2 energy and 2 minerals). It takes 24 turns for a single former to build a borehole (12 if you have the Weather Paradigm, less if you stack formers, i.e. get several of them building it at the same time). You can only build boreholes on level terrain, not on hillsides, and the idea is that they're tapping directly into the magma layer beneath Planet's surface to give you all those minerals and energy. They're really cool things but beware of how much eco-damage they cause, coz it's SERIOUS!! Hope this helps.

PS: Sorry, can't remember the names of the "restriction removing" techs! Anybody?

A borehole is basically a big hole through Planet's crust. This allows access to rare minerals and the heat energy is released from Planet's core. All the energy modifies the rainfall pattern's in the surrounding area. A borehole gives +6 minerals and +6 energy (I think). They cause a lot of terraforming eco-damage. They cannot be built adjacent to land lower than it's own square or beside another borehole.
