I'm playing Morgan with the wealth values option, and the penalty for this is a -2 morale. This seems like a harsh penalty, but I think it is necessary to put a limit on the ability of Morgan's military. I'm wondering exactly how this penalty is imposed... let's say I turn off the wealth option for a turn, and on that turn create a few military units. They will begin without the morale penalty. When I turn the wealth option back on, will the morale penalty then be imposed or not?

I'm also wondering how much of an impact this -2 morale has on military units in general. I know what its intrinsic effects are; I'm just wondering if it has a serious impact on fighting in practice. Thanks.

Forget it-- I see how it works now. By using this "trick" you do get a benefit, since the unit made without wealth will get 2 morale upgrades instead of 1 since he will not be subjected to the "plus-modifiers halved" penalty. So when switching back to wealth that unit will be 1 morale level higher than if it had been made while the wealth feature was on.
