What's the preference for terraforming on the open seas? Kelp+Mine seems the norm.

My prefs? Always kelp and tidal harnesses. If I need a sea base's production higher, I'll Put up an island near it and plop down some mines or boreholes. The only way I'll put down an offshore mine is if there are mineral resources. Otherwise I'll sned out supply convoys to distant mineral deposits to supplement production.

Have to agree with TMEX, here ... I use sea bases for energy production - tidal harnesses are great!

In the late game, though, I will often start new sea bases and plant fungus within each tile of the base production radius. I play Gaians quite a bit, and after gaining the higher Centauri techs, sea fungal tiles provide a great balance of resources - problem is mixing kelp farms with fungus, as the farms will expand and 'overtake' the fungal tiles in time. So, for resource bonus tiles [mines, energy, etc.] I'll build either a mine or a tidal harness and leave the kelp out to save my precious fungus!
