I was reading on the board about sub pact brothers which sounded like making a faction into a "vassal state". I thought the way this happens is say you are about to destroy an opponent you have an option to offer them a pact to be submissive to you.Yesterday I was playing the Demo and had santiago clearly beaten but the only thing that happened was she closed communications with me. How do you make an almost beaten faction your sub pact brother?

In the most recent game I'm playing I've had 3 factions surrender and swear a pact to me. In each case I had taken their capitol and many of their larger cities. Each only had a few smaller cities left. I communicated with them at every opportunity and turned down truces, bribes, etc. Eventually they surrendered. Morgan, on the other, never would surrender to me. I took his capitol and picked off his cities one by one and he tried for truces and tried offering bribes, but never would surrender. I ended up eliminating him. So I'm not sure of any guaranteed formula for getting a faction to surrender. |

The diplomacy in the demo is nothing like the finished version. It is probably the fact that it is impossible to get an AI player to submit to you in the demo. Get the full game it is well worth it! |

In general when you are beating the crap out of a faction and their defeat is imminent, and you keep refusing their bribes, they will usually surrender, but not always. Sometimes you need to exterminate them. Also it is possible in the demo to get factions to surrender. |

Yes you can refuse by choosing not to become their pact brother/sister when they say that they will give you everything they have. |

And refusing is very important to the ego when the !"$%^& in question has previously nuked one or more of your cities, and you need to make an example of them. Now why can't I conduct the goings-on in the torture chamber personally ? Where's the wish thread for the next patch again ? |

Adjusting your Social Engineering is important too. Try switching to free market before contacting Morgan. |

The enemy factions are more likely to surrender when you have a Social Engineering that they like. i.e. Green for the Gaians, Police State for the Hive, etc. When I play the University, I can never get the Believers to surrender. They're practically stone-age compared to me, but they won't surrender. I'm just keeping them on a reservation so I can get transcendence. |

Not only do you need to change social engineering you have to have good relations with a couple of other superpowers otherwise they will see that they will have a chance of survival if they do not surrender. |
