Until recently, I thought factions only became Submissive, when they surrendered and that they would remain that way, but I just accidentaly gave PK all my techs and suddenly they became Submissive. Also in Commital. In another game the Gaians were Submissive from the start and after a while became Non-Commital. How does they get Submissive?

In the manual, it says that submissive is a special case of magnanimous that happens when you're hell of a lot more powerful than they are.
