Uhhhh ... KoRnMAn: the first post in your last message was a reply telling you where the cheat codes were. There are more than that, but they require you to change text files.
The cheats in SMAC are listed under the "Scenario" menu options. They allow you to change anything you want within the game and continue to play, it just won't give you your score at the end (as Starcraft just calls you "Cheater!" in your score if you cheat).
The other option for cheating is to change the text files which refer to your faction before you start the game. There's some description of how to do this in alpha.txt
