Once an improvement is built and the sea levels rise - are those improvements still producing? I mean, they're still on an "ocean shelf" but are submerged even further...

I'm not sure what you mean. do you mean tidal harness' and kelp farms on ocean shelves? As long as the square is still an ocean shelf you should get the normal nutrients energy. But if it's a regular ocean square you won't get much.
