I'm considering a faction of temporal refugees from a future war. As such, they would have many penalties, but free PSI gates in all bases.

Does the AI use PSI gates at all? If not, it would make this faction a bit pointless

I have seen them build them, but only in a game I was running up the score. Eventually they got the tech, but I don't know if they use them. One way to check I guess is start a new game, change players create a new city and put psi gates in their HQ and the new city and give them one scout patrol. Go back to your faction and play the next turn. Then check if they used it. I'd try this for 10 turns I guess. He may not want to use it.

I like the concept of a "Future War Refugees". Let us all know when you get the specs worked out. When I get to the PSI Gate tech, it becomes one of the first builds I perform at new bases. Being able to deploy troups to an outpost rapidly is very important.

I'll start a thread in the Faction forum, with the description of my faction. Not sure of any specs, but I got most of the flavour text done.
