I think that the game would be better if when you are talking to another faction, under I have a proposal to make, you should be able to ask "I require access to your world map", such as the way you can ask for resaerch data. I would like this because if I want to see more of the map and I am surrounded by other factions, it's the only way, and besides, they ask us if they need a copy of our world map!

Ask for research data, sometimes the map is offerred.

You can usually trade a tech for their map early in the game. Just ask to trade tech until one side runs out of new tech. Then ask one more time and the side with more tech can trade one for the other map. Think of the multiplayer diplomacy screen, the world map is under the tech menu. Also if you both are at war with someone (probably believers) ask to coordinate battle plans. If they want to coordinate (the AI coordinate???) an attack they will ask to trade maps.
