No minus efficiency with police state

I just bought SMAC a little while ago and downloaded update 4.0. I tried playing Yang and when I changed my govement to police state I didn't get -2 to my efficiency. Is this a special ability of Yang or is my game screwed up. |

Special ability of Yang. No negetive Efficiency. It was implemented in v3.0 I believe. |

v3.0 it, you don't suffer for - efficency under planned with the hive either. |

Actually implimented in the very first patch, and the help files/faction bio was never updated. Lack of attention to detail... |
