I have been thinking and according to my games, the factions are not balanced. I will start by changing this.

Miriam needs to lose that research penalties and the attack bonus, they just don't make sense. They should have +4 police (extremely strict) and +2 economy (rich country) 2 drones for every four people, one free talent for every 4 people (Rich priests and attuned believers, angry disbelievers), Agenda: Fundamentalism, Mind Control (Making sure everyone is Catholic). Aversion: Democracy, Free Market, Cybernetic.

This, to me, is very balanced.

Gaia should have +2 Ecology (big time recyclers), +2 industry (saves and recycles), -2 economy (too much money spent on recycling), -2 growth (doesn't expand because of fear of nature), 1 extra resource per square. Agenda: Green
Avesion: Police State, Fundamentalism, Democracy, Free Market, Planned, Cybernetic.

There should be a type of Government called Slave Drive, +1 resource per square (forced labor), -2 efficiency (cheap labor), another one called Council with +2 economy, +1 efficiency (talented and educated workers), and -2 green (expantionists). Democracy should abolish that stupid support rule. +4 economy, +1 Green (enviormentalists), +1 Growth (immagrants), +1 Bureaucracy.

You can try to make it if you want, but you've outlawed all the gov'ts for the Gaians, except for two that don't make much sense for them and one that does nothing. Give it up. It's a fool's errand. You'll never make it work, and it'll only make things more unbalanced than before.

This is not really patch material. You can do all of this yourself by editing alpha.txt, the faction files, and the help file.

Personally, I think your Believers file is highly unbalanced compared to any other faction, and duplicates several SE +/-'s from other factions, something that the original game avoids doing. In addition, giving more than 6 points of initial SE adjustments should be avoided (you'll see why when you lookup the SE screen. But, since firaxis has been good enough to leave all factions completely open to user changes, you can ultimately make any changes you want. Enjoy!

You can go get a couple of utilities that will do some of the changes for you and of course you can edit them manually. I don't think that your ideas sound that balanced but feel free to screw up your copy of the game however you wish.
