Is it possible to create TC's of Alpha Centauri?
If so, how does one go about doing so, is there any special software that you need, and are there any being made currently?

That would be Civ3.
No, there is no way known to the public to do a total convertion of SMAC. The Cavalier graphic sets are pretty well set. If you could somehow build your own set, then you could possibly swap them for the SMAC ones. Certain other graphics (like artifact, cities by faction and size, etc) are in simple graphic files that are customizable.

What's the most editing that I can possibly do? If I can't cahnge unit graphics, can I at least change their names? Can I change names of factions, characters, etc? Is there a map editor? I would like to know about any editing that is possible.

You can change names, factions, faction leaders, settings and graphics of the factions, as well as most/all the words used in diplomacy.
You can customize what each tech leads to...
Weapon and armor strengths, what techs yeild them, and what they can go one.
In short, you can customize *almost* everything. You CAN'T change the 3D graphics of the Units without the same tools Firaxis used to make them. And you can't change the fact that there are seven factions in a game. Although you can build scenarios that use less.
