Something strange happened. I made the UoP surrender, then forced him into giving me his second to last base, and then bought the last one. He defeated himself!

I did this with the Belivers and the Morganites, too.

It seems, that a pact brother or a defeated faction never refuses to gives you a base, if you have enough gold.
The only city you can't buy is the capital, and a faction never surrenders before the capture of its captital.

Hold it.

I'm confused.

Capital = last base
Next to last base = the other one

So how does this hang together?

I must be misunderstanding something...

If the computer does not have a capital then you can buy it to extinction.

I may be misunderstanding your question, but the last base isn't necessarily their capital. Usually I take over an enemies capital(HQ) pretty early.

I have forced Santiago and Gaian to surrender when their capitals are still intact.

I dun really like to defeat their capitals, if you are planning to make them vassals. You know, sometimes they can do some research for you

Actually sometimes the faction won't surrender even if you DO get their capital. (along with some other cities)

Case in point: I am currently in a Thinker level game, huge random, low oceans, ave everything else. I am playing as UoP (Ze Russian rule zee VERLD!). I started out next to Lal, and promptly forced him to surrender after he got pissed at me for using FM :P

Anyway, thru Lals sea scouting (I stuck to land, I hate the sea), I met Morgan. We formed a pact, and lived happy for a while. Then suddenly in the year 2251 I get a message saying something to the effect of Mogan is planning to corner the energy market, kill his HQ by 2271 or else...

So, I quickly find an undeveloped base in my territory, and the closest base to his HQ in his. I pull all my units out of mine and trade. Result: I get 7 laser Squads (2-2-1) and he gets a city that I take back in 2 turns.

I then send my 7 LS's against his HQ, and take it over. (er..afcter i break the pact)

Afterwards, i take about 7 of his 10 or so total cities, and the bastard is screwed but wont surrender. (probly cuz i was using green econ, he kept bitching about it )

Anyway, in the end I take him out completely. Sometimes the AI is so ****in strupid.
