I was playing the University and I made the Human Hive surrender. Then about 50 turns later he declared Vendeta on me. If someone surrenders aren't they supposed to serve you?

If they regain their strength, they will revolt and fight you all over again. Once you have a pact from them to serve you, it's best to keep them firmly under your thumb. If they expand to far, I will demand cities from them to keep their power in check.

I read somwhere that if you are Spartans - the AI wont break a submissive pact...

they might if they are more powerful than you and you start PB'ing everyone with the charter in place. I had morgan break a sub pact one time when I was the believers. I had a more powerful military, but was behind in tech. I had more population too and no atrocities. I still haven't figured that one out. At that point it was obvious I was trying to conquer the planet.

ALL Factions will break their Submissive pact with you if they believe they are strong enough. In general, that seems to be the Believers (who spread like crazy), and the Hive (who spread well and build units). But the others will as well. They just don't do it often enough due to not growing as well as those two factions.

You can only trust the Opponent Factions as long as their are under your guns. When its a close call, PBing an opponent (or any other major atrocity) may turn out to be the straw that breaks that camel's back with submissive pact mates.

right - but a story in PC Gamer said the AI wont ever break a submissive pact vs Spartans

Aceplayer... the Opponent Engine is the OE. You can tweak its parameters a little, but it still all uses the same code segments as the rest.

Spartans will break a submissive. I have had it happen while playing UoP. I got them to submit, and gave them all sorts of tech so that they could do a better job beating on the Hive and Believers for me (Spartans were my buffer). After they absorded a good bit beyond their original borders, they broke our Pact. I was ticked, and immediately rushed their capital... and set about burning down all of their other cities. I did keep a few, as I prefer airbases that contribute to the Empire, but still...

So, I'd take that PC article with a lot of salt. In general, I doubt the ugly black pit that is the spartans would break, as they build slower than anyone else, but it CAN happen if you let them war too much for you.

Actually I think he meant that if the human player is playing the spartans. Anyway I never trust the word of PC Lamer.
