I know this is such a teenager thing to write but it has to be asked. Life is a pile of questions and answers and decisions.
Is she naked?
Well lets say that the honest answer is no-one knows. When the picture was illustrated I very mcuh doubt that it was cut short. My bets are on it has always been like that an there never was a bottom half so the absolute answer has to be:
NO ONE KNOWS

2. if she isnt naked why not?
Well, obviously there are your looneys around in todays society who believe that naked is good, these people going by the name of "Naturists". If Deirde is naked then she is obviously a "Naturist" in origins and this is very likely looking at her personal interests in the environment and planet.
Whats the big deal, Naked...

Doesn't really matter. She doesn't really exist. I know some may find this hard to believe. But it's only a game. I don't dare venture into the factions forum anymore

If she's not naked I guess she would have to take one of the planet busters I have on hand with her make-do clothes.
If she is I wouldnt want to hurt her body too much but the mindworm beside her will have to digest the bomb.

Seriously though, I don't know if she's naked or not. It begs the question, are planetary councils held in a room or via some sort of radio link? I think it's the link (you click the pictures and you can't call a council with sunspots) but on the other hand one of the story screens has you "sitting around the council table."
So, if it's held via link and people can only see her shoulders, I don't see anything wrong with her being naked. If it's a live council that might pose so problems.
OTOH, I messed with my copy of AC so it now reads "Most Radical Dude WrexSoul has gone quite insane and now spends all his time getting high and having unprotected sex".

Deidre doesn't have any lower body - the picture is lifelike. She is just some representation of what planet thinks humans should look like.
