Increased trade Datalink infiltrators for all the factions The ability to veto a council motion Can call a council session for the same motion every 10 years instead of evry 20 There may be more but I can recall these off the top of my head

How are council motions formed. I have played for ages and become the planetary governer and there has been no mention of a council motion. Am I doing something wrong?

Bossman,
Left click on commlink. There should be an orange band near the bottom of the pop-up with "council" in it. Click on that portion of pop-up. You will then get a menu of the various motions that may be voted on at that time. As the 7 factions gain new techs, new options will become available.

Cheers JAMiAM,
Another question: When I have become planetary governer before, Frank said that there should be increased trade. Why haven't I seen this before or am I just being ignorant.

First you need to have treaties or pacts with other factions. Next your city has to be producing a certain level of energy to have any trade. I don't know the level.
