I have the same problem, but fortunately there is a solution. It's tedious (and a waste of population), but it's not an atrocity.Got to the city management screen and create talents until there is major hunger in the city, then set production to a colony pod, either land or sea. (Be careful -- Yang likes sea colonies, but don't build a land colony pod if you can't get it to shore when the city disappears.) Also, start selling off the city improvements -- you can only sell one per turn, so sell the most expensive ones first.
When the hunger you created uses up the food stores for the city, its population will drop by one. Each turn, sell off the most expensive remaining improvement and keep an eye on the city so that it stays hungry. As long as the city is hungry, its population will drop by one. (If there are some good improvements that you want to sell off, you can stretch the food situation for a while.)
When the city is down to its last population, HURRY the colony pod you're building. (Depending on how far along it is, this may cost some dough.) Next turn, you will be given the option of disbanding the city and creating a colony pod. Poof! City gone.
I think that this feature is disabled on the lowest three difficulty levels, but why would you be playing on those anyway?
