Can somebody please tell me how to break a treaty or declare a vendetta? I can't find anything that will let me do that without doing something that violates a treaty.

I don't know, but I don't think there's a way. That sucks - your rep is ruined all the time for nothing, when they can do it with no penalty!

Usually (at least on the upper difficulty levels) you can get the AI to declare vendetta on you.
Unless they are sworn to serve you or are just really weak (sometimes even then) you can demand cities, tech, whatever and threaten to crush them if they don't capitulate. This usually does it.
It also helps to change your SE choices to something they hate before you talk to them (adapt Knowledge before threatening Miriam, etc).

click on the commlink. Right click on the faction you want to fight. Select 'declare vendetta' or somesuch.
