I remember disabling EAX in there under 2.0 but now under 3.0 I double click on it but its empty what gives? I tried uninstalling and going back to 2.0 but it is still missing. Please advise?

On the US version, it's not created until the first time you launch the game. So, after reinstalling, start a game, and it should be there.
