Can anyone tell me what the effect of "allow city to survive submersion" is?

If a city does not have this facility and the water level rises higher than the city's current altitude (due to ice cap melting, or enemy terraforming), it will be destroyed.

On the subject of pressure domes, once you built one in a city that already has a recyc. tank, can you then scrap the tank without penalty ?
