I just found this out today. In the datalinks when you look at the bases production info of a computer player you can set what type of governor they'll use. Originally it'll say <i>governor off</i>. Just click on the city icons to cyle through explore/discover/build/conquer.

I'll confirm that. No Fooling. I've had to really resist the urge to use this cheat, because when you change the governor it also usually changes what's in the build queue. Set governor to "Explore" -- whoops! No more Planet Buster!
